In 2009, President Obama signed the American Reinvestment and Recovery Act (ARRA). Under this stimulus plan, physicians and providers can qualify for $44,000 in Medicare incentives if they demonstrate "meaningful use" (MU) of an Electronic Health Record starting in 2011.

• Meaningful use and certification. The definition of "meaningful use" was published by Health and Human Services (HHS) the Office of the National Coordinator for Health information Technology (ONCHIT), in July 2010. Meaningful use stage 1 includes foundational security, e-prescribing, chart sharing and quality of care measurements. • Qualifying for additional stimulus incentives. Practices with 30% or more of their patient population paying with Medicaid (20% for pediatricians) are eligible for stimulus incentive payments of up to $65,000. E-Prescribing, Medicare's physician quality reporting initiative (PQRI) and Medicare Care Manage Performance (MCMP) can also increase your bonuses.
