- Yes! Mitochon's integrated HIE/EMR/PHR (Health Information Exchange, Electronic Medical Record, Patient Health Record) will always be free. There are optional services like ePrescribe, or Practice Management integration you can choose at a nominal cost.
- How do I know you will still be around in 5 years?

- Click the Tools button, then click on Internet Options
- Click on the Security tab, then click on the Custom Level button

- What do I do if my schedule is not rendering?
- The Mitochon System renders best with IE ver. 7. If you have a different version, do the following:
- Click the Tools button, then click on Compatibility View
- You should get a prompt that indicates you are now running the Mitochon System Site in Compatibility View
- Can I use Mitochon Systems on an iPad or iMac device?
- Currently, Mitochon Systems is configured for the IE 7, 8 & 9, Chrome and Safari. This browser is not available on the iPad. Support for alternative browsers such as Firefox will be available in the next systems release.
- Can I dictate into the application?
- Yes! The Mitochon System is compatible with Dragonspeak ver 10.1 or newer using Internet Explorer ver 7 or 8
- How often is the system upgraded and how will I know what’s new?
- We typically release new enhancements and upgrades every 90 days
- You will be notified via the Mitochon System about the functionality enhancements and updates
- Can I e-prescribe using the Mitochon System?
- Yes! There is a one-time $75.00 signup fee upon registration and a $25.00 per month physician fee. Your first billing will be $100 ($75.00 for signup and $25.00 for month 1).

ARRA and Meaningful Use FAQ ARRA and HITECH Act for Medicare and Medicaid EHR Incentive program
- What is the American Recovery and Reinvestment Act?
- The American Recovery and Reinvestment Act (ARRA) of 2009 is an economic stimulus package enacted by the 111th United States Congress and signed by President Obama in February 2009.
- What is HITECH?
- On February 17, 2009, President Obama signed into law a $789 billion economic stimulus package, known as the American Recovery and Reinvestment Act, or ARRA. Included in ARRA legislation is the Health Information Technology for Economic and Clinical Health Act, also known as HITECH. HITECH allocates $19 billion to hospitals and physicians who demonstrate Meaningful Use of certified Electronic Medical Records.
- HITECH also provides funds for the Office of the National Coordinator for Health Information Technology (ONCHIT, usually referred to as ONC). Originally founded in 2004, this office oversees health information technology (HIT) standards, implementation strategies and impact assessment. The ONC has set goals for "the utilization of an Electronic Health Record for each person in the United States by 2014" and the development of a nationwide health information technology infrastructure that allows for the electronic use and exchange of medical information.
- As HITECH is part of ARRA and not part of Health Care Reform, it is not currently under consideration for repeal by Congress. Funding for HITECH is allocated from ARRA to CMS.
- What does HITECH mean to me?
- Under HITECH, physicians can qualify for up to $44,000 in Medicare EHR incentives if they demonstrate Meaningful Use of a certified Electronic Medical Record system. Mitochon Systems is a complete certified product that can be used to qualify for the funding. Be wary of other programs that are modular certified, you will have to put several modular certified program together to qualify and it is more complex.
- Beginning in 2015, physicians who elect not to use an EMR will be penalized, starting with a 1% Medicare fee reduction. Medical providers who do not adopt an EMR after 2017 will face a 3% Medicare fee reduction and 5% Medicare fee reduction in 2019.
- What are Regional Extension Centers?
- The HITECH Act also provides guidance and funding for establishing at least 70 regional extension centers (RECs) to help promote EMR adoption. Regional centers will offer "technical assistance, guidance, and information on best practices to support and accelerate health care providers' efforts to become meaningful users of Electronic Health Records."
- Regional extension centers are tasked to: "Specifically focus on helping providers select the highest-value option, defined as that which offers the greatest opportunity to achieve and maintain Meaningful Use of EMRs and improved quality of care at the most favorable cost of ownership and operation, including both the initial acquisition of the technology, cost of implementation, and ongoing maintenance and predictable needed upgrades over time." - What are the Meaningful Use Stages?
- Meaningful Use will be measured in stages over five years. Each stage represents a level of adoption. Many HHS-certified EMR systems will allow providers to complete all Meaningful Use criteria. Although, some health IT vendors may choose to only be certified for certain criteria. Practice Fusion will be certified for all 20 criteria – physicians won't need to work with any additional vendors in order to qualify for EMR incentives.
- Stage One: Essentially, use major functionality of a certified EMR. Document set percentages of your visits, diagnoses, prescriptions, immunizations and other relevant health information electronically; use clinical support tools (warnings and reminders that will be included in certified EMRs); share patient information; and report quality measures and public health information.
- Stage Two: In addition to continuing to use all functionality from stage 1, physicians will be required to use an EMR to send and receive information such as lab orders and results. Proposed stage 2 criteria are currently out for public comment.
- Stage Three: Continue fulfilling criteria from stages 1 and 2 plus clinical decisions support for national high priority conditions, enrolling patients in a PHR, accessing comprehensive patient data and improving population health. Stage 3 criteria have not yet been defined in detail.
- What is Meaningful Use?
- The primary goal of Meaningful Use is to improve the US healthcare system by improving quality and efficiency of care, and patient safety. To receive the financial incentives established by HITECH, eligible professionals must demonstrate “Meaningful Use” of a certified electronic health record (EHR).
- What do I need to do to attest that I have achieved “meaningful use”?
- Can I choose any five?
- You cannot choose just any five, because the Meaningful Use final rule notes all Eligible Professionals must choose at least one of the population and public health measures to demonstrate as part of the menu set. This is the only limitation placed on which five objectives can be deferred from the menu set.
- This means that Eligible Professionals must submit data to immunization registries or syndromic surveillance registries. If such registries do not exist in your state/city (i.e. there is no repository to receive the data), CMS will not penalize the Eligible Professionals or Hospital.
- Who is eligible to receive Medicare or Medicaid EHR incentive program?
- Incentive payments for eligible professionals are based on individual practitioners.
- If you are part of a practice, each eligible professional may qualify for an incentive payment if each eligible professional successfully demonstrates meaningful use of certified EHR technology.
- Each eligible professional is only eligible for one incentive payment per year, regardless of how many practices or locations at which he or she provide services.
- Hospital-based eligible professionals are not eligible for incentive payments.
- An eligible professional is considered hospital-based if 90% or more of his or her services are performed in a hospital inpatient (Place Of Service code 21) or emergency room (Place Of Service code 23) setting.
- Who is an Eligible Professional under the Medicare EHR Incentive Program?
- Eligible professionals under the Medicare EHR Incentive Program include:
- Doctor of Medicine or Osteopathy
- Doctor of Dental Surgery or Dental Medicine

- Who is an Eligible Professional under the Medicare EHR Incentive Program?
- Eligible professionals under the Medicare EHR Incentive Program include:
- Physicians (primarily doctors of medicine and doctors of osteopathy)
- Nurse Practitioner
- Certified nurse-midwife

- Physician Assistant who furnishes services in a Federally Qualified Health Center or Rural Health Clinic that is led by a physician assistant
- How do I qualify for an incentive payment under the Medicaid EHR Incentive Program?
- To qualify for an incentive payment under the Medicaid EHR Incentive Program, an eligible professional must meet one of the following criteria:
- Have a minimum 30% Medicaid patient volume*
- Have a minimum 20% Medicaid patient volume, and is a pediatrician*
- Practice predominantly in a Federally Qualified Health Center or Rural Health Center and have a minimum 30% patient volume attributable to needy individuals
- Note: *Children's Health Insurance Program (CHIP) patients do not count toward the Medicaid patient volume criteria

- What if I’m Eligible for Both Programs?
- Eligible professionals eligible for both the Medicare and Medicaid EHR Incentive Programs must choose which incentive program they wish to participate in when they register. Before 2015, an eligible professional may switch programs only once after the first incentive payment is initiated. Most eligible professionals will maximize their incentive payments by participating in the Medicaid EHR Incentive Program.

- How will I attest for the Medicare and Medicaid Electronic Health Record (EHR) Incentive Programs?
- Medicare eligible professionals and eligible hospitals will have to demonstrate meaningful use through CMS' web-based Medicare and Medicaid EHR Incentive Program Registration and Attestation System. In the Registration and Attestation System, providers will fill in numerators and denominators for the meaningful use objectives and clinical quality measures, indicate if they qualify for exclusions to specific objectives, and legally attest that they have successfully demonstrated meaningful use. Once providers have completed a successful online submission through the Attestation System, they may qualify for a Medicare EHR incentive payment. The Attestation System for the Medicare EHR Incentive Program opened in April 2011. - How do they determine our EHR Incentive Payments?
- Medicare will pay out HITECH incentive funds relative to your practice’s total annual allowable Medicare charges. During the provider’s first year in the program (2011 or 2012), Medicare will pay providers 75 percent of their total annual allowable Medicare charges with a ceiling of $18,000. Thus, if a provider charges Medicare in excess of $24,000 in allowable charges, the maximum he will receive is $18,000 in EHR incentives.
- Providers may begin the attestation process after 90-days of Meaningful Use of a certified EHR system. If they have not achieved $24,000 in allowable charges at the time of attestation, Medicare will hold off on disbursing the incentive payment until the provider has either achieved $24,000 in charges or March of the following year. This is done to maximize the total payment that providers will receive. Those providers who have achieved $24,000 in allowable charges at the time of attestation can expect to receive their incentive payment within four to eight weeks through the same method as they currently receive Medicare reimbursements.
